Olbia Airport “Costa Smeralda” (ICAO: LIEO)

Olbia Masterplan Scenario 2020

Olbia Costa Smeralda Airport ( IATA code : OLB ; ICAO code : LIEO ) is one of three major international aviation airports of Sardinia (the second island in the Mediterranean by extension).

The Airport Masterplan has been prepared on behalf of GE.A.SAR . S.p.A. to implement strategies and procedures to be followed for the reorganization and strengthening of the Olbia Airport.

The main purpose of the planning instrument is in fact the identification and definition of the guidelines for the harmonious development of different structures and airport infrastructure in order to adequately meet the expected demand for transport.

The number of passengers in 2005, the year before Airport Masterplan drafting, has reached a total of 1,740,253 units , an increase of 5,3 % over the previous year, and it has been a significant growth of 29 % of the volume of international flights.

Based on these growth trends it is expected to reach 3.3 million passengers in 2020. This objective seems realistic considering that in 2015 the number of passengers was 2,212,726.

The drawn up Airport Masterplan concerned the evolution and development of airside and landside, also assessing the effects induced on the surrounding area and new relationships established with it.

The main objectives were:

  • the planning development of Olbia Airport, with the aim of increasing the operation during the year at different periods than the summer tourist season;
  • the maximum sustainable development, compatibly with the territorial and environmental location;
  • capacity gauging of existing infrastructure and the study of possible dimensional and functional expansions;
  • programming of transformations whose implementation can be flexibly linked to the phases and the development times of air traffic, passengers and cargo.

The sizing of airport infrastructures has been carried out on the basis of traffic volumes expected to temporal thresholds expectations. The airport growth hypothesis has been defined by the Tanner model.

The works of upgrading realization necessary to ensure a comprehensive development of the airport infrastructure and the gradual achievement of

expected and estimates traffic levels, were planned in two stages: the first, between 2007 and 2011 and the second between the 2012 and 2020, also in line with the financial plans and investment provided by GE.A.SAR.

It was also drawn up an economic valuation of the planned measures in order to provide to the Management Company an economic framework, whereby prepare a plan of short-medium term investments in the development of the Olbia Airport (1st stage 71537000 , 00 and 2nd stage 119,080,000.00 ).

The realization possibility and sustainability of the area planning and design choices have been evaluated through the development of an Environmental Impact Study (E.I.S.) submitted to the assessment of the relevant national and regional authority.
